ChargEV FleX coverage in Germany: charging sites, tariffs, and prices

On August 23, 2026, 42,760 public German sites had a current ChargEV FleX tariff, representing 140,168 charge points (EVSEs).

On August 23, 2026, our three roaming partners, Hubject, ENAPI, and Stromnetz Hamburg, supplied data for 56,254 public charging sites in Germany. A current ChargEV FleX tariff was available in the app at 42,760 of those sites. That equals 76.0% tariff coverage within the data supplied by these three partners.

The sites with an available tariff contained 140,168 recorded charge points (EVSEs). ChargEV FleX does not display them as 140,168 separate map destinations. It combines them into 42,760 shared destinations.

The analysis uses data from the ChargEV FleX production system. The latest location and tariff data came from August 22, 2026. The figures are therefore a point-in-time view, not a live counter.

ChargEV FleX also combines location data from other sources, including Germany’s Bundesnetzagentur charging-station register, Tesla, and community data. With all sources included, the German directory of public charging sites contained 80,100 merged sites. These additional sources improve search and route planning but are deliberately excluded from the tariff-coverage calculation.

A site with a tariff means that ChargEV FleX can determine and display a current tariff for at least one charge point before charging begins.

It does not guarantee that the charge point is currently available, accessible, or able to start through the app. These conditions are checked immediately before charging.

Why ChargEV FleX counts sites instead of individual charge points

For a map, the site is the most useful unit: an address or connected charging area that a driver can navigate to. One site can contain several charge points.

ChargEV FleX combines charge points at the same physical destination into one site. When several sources report the same site, ChargEV FleX reconciles their entries and uses the best matching entry. The individual charge points remain visible and selectable in the station details.

Some charging directories use their charge-point count as the network-size figure. That figure is not wrong, but it answers a different question. ChargEV FleX consistently uses sites for coverage because several charge points in the same car park do not create another destination. We publish the supporting charge-point count as well, making both measurements transparent and comparable.

The charge-point figures are not a live count of free charging bays. They show how many charge points were recorded in each part of the analysis; occupancy and operational status can change at any time.

Terminology: site, charge point, EVSE ID, CPO, and EMP

Public charging brings together technical terms from several systems. This guide uses them as follows.

Site

A site is the physical address or connected charging area that ChargEV FleX groups into one destination. It normally corresponds to one map marker and can contain one or many charge points.

Charge point (EVSE)

EVSE stands for Electric Vehicle Supply Equipment. It is an individually identifiable and controllable charging unit that can normally charge one vehicle at a time. In reader-facing figures, we call this a charge point (EVSE).

EVSE ID

The EVSE ID uniquely identifies a charge point. It is assigned by the operator, passed between the participating systems, and is often printed on a label at the station. A fictional example is DE*ABC*E1234567.

In the app, the EVSE ID helps match the digital charge point to the correct cable or parking bay. It is not a price, availability status, or station serial number.

Plug or socket (connector)

A connector describes the technical connection type within an EVSE, such as Type 2 or CCS. One EVSE can offer more than one plug or socket type even though it normally charges only one vehicle at a time. This analysis counts charge points (EVSEs); plug and socket variants are not counted as additional charging sites.

Operator (CPO)

CPO stands for Charge Point Operator. The CPO operates the station, supplies status information, receives start and stop commands, and later provides metering and charging-session data.

Charging service or e-mobility provider (EMP)

EMP stands for E-Mobility Service Provider. ChargEV FleX performs this role for the customer: the app displays the tariff, authorizes the session, and prepares the bill even when another company operates the charging station.

Roaming partners and OCPI

Roaming partners such as Hubject, ENAPI, and Stromnetz Hamburg connect charging services and operators so they can exchange location data, tariffs, status updates, and charging commands. OCPI is a technical standard used for part of this exchange. An entry received through OCPI alone does not mean that ChargEV FleX can already offer a tariff or start a session at that charge point.

How many sites offer AC, DC, and HPC charging?

These groups overlap. A site with both AC and DC is counted in both groups, while HPC is also a subset of DC. The three figures must not be added together.

The data from our three roaming partners contained 45,236 AC sites, 16,324 DC sites including HPC, and 10,489 HPC sites.

Why do the roaming partners supply 56,254 sites while only 42,760 have a tariff?

Our roaming partners supply location and tariff data separately. A site can therefore appear on the map before ChargEV FleX can display a usable tariff there.

A usable tariff requires, among other things:

  1. Hubject, ENAPI, or Stromnetz Hamburg supplying the location;
  2. at least one charge point being clearly associated with a tariff;
  3. complete and current tariff data;
  4. ChargEV FleX being able to calculate the complete app price;
  5. the tariff being current and approved for the app at the time of the analysis.

An entry in an open location directory does not establish the technical and contractual connection needed to start and bill a charging session. Our guide to AFIR, EV charging, and roaming explains why open data alone is not enough.

How ChargEV FleX combines several location sources

In addition to Hubject, ENAPI, and Stromnetz Hamburg, ChargEV FleX uses other sources for location discovery, especially the Bundesnetzagentur register, Tesla locations, and community data.

Several sources can describe the same physical site. ChargEV FleX therefore merges matching entries and uses the best matching entry when sources overlap. Non-public sites and entries without any remaining charge point do not appear in the public view.

This produced two deliberately separate figures:

The larger figure describes search and route-planning reach. The smaller figure is the correct denominator for tariff coverage because this analysis includes only the three roaming partners through which ChargEV FleX handles tariffs and charging sessions.

What ChargEV FleX already discovers worldwide

The site directory already extends well beyond Germany. At the time of the analysis, it contained 357,728 merged public sites worldwide, with 1,123,959 recorded charge points (EVSEs).

The site directory contained data with a clear country or territory code for 92 countries and territories. The worldwide totals also include publicly displayed entries without a reliable country code. The European Union row combines its 27 member states.

These figures describe only the locations ChargEV FleX already knows from its sources for search and planning. They do not mean that a ChargEV FleX tariff is available or that a session can already be started there.

Germany is currently the country where charging with ChargEV FleX is enabled. Austria and Switzerland are planned next, extending availability across the DACH region, followed by additional European countries. Before enabling a country, we make sure that tariffs, taxes, payment, billing, and starting through the app work reliably. We will publish tariff coverage only when ChargEV FleX can actually be used in that country.

How tariff data from different sources reaches the app

Not every operator supplies tariffs in the same way. ChargEV FleX therefore brings several input paths into one tariff-processing flow.

Three paths for tariff data

  1. Directly through OCPI: When a roaming partner or operator offers a usable OCPI interface, new and changed tariffs are imported automatically.
  2. Automatically from CSV or Excel: For other sources, ChargEV FleX uses matching import rules and assigns the supplied tariffs to the correct charge points.
  3. Manually from a document: If a tariff is available only as a document such as a PDF, it is transferred, reviewed, and marked as manually maintained. PDF documents are not currently parsed automatically.

Before applying an import, the tools show the proposed changes, flag incomplete or unsupported information, and retain the source information. This allows different file formats to be converted reliably into one consistent tariff format.

Whatever the source, ChargEV FleX then checks currency, VAT, time restrictions, and every price component. Only a current tariff assigned to at least one charge point is displayed in the app.

Where did the current tariffs in the app come from?

This means that 1,439 of the 1,557 current tariffs were imported automatically through OCPI or from a file—92.4%. Of the 21 manually transferred tariffs, 15 referenced a recorded PDF source.

Which energy prices were visible?

For every site with an available tariff, the analysis selected the cheapest current gross energy price. Each site counted once, regardless of how many charge points it contained.

These figures describe only the cheapest gross energy price per site. They are not a complete session-cost comparison: flat fees, charging time, blocking fees, time windows, and maximum amounts can change the actual total.

ChargEV FleX therefore shows the specific tariff for the chosen charge point before charging. A value from this analysis is not a promise for a later session.

How common are time-based price components?

At 26,626 sites with an available tariff, at least one time-based price component applied.

This does not automatically mean that a blocking fee applies. A time-based price can relate to charging time or to parking or blocking time. ChargEV FleX shows the specific price component before charging.

Does a tariff mean I can definitely charge there?

No. A current tariff is required for a transparent and billable start, but it does not guarantee that charging will actually begin.

At the station:

  • the charge point may now be occupied or out of order;
  • the last availability update may be stale;
  • the parking bay may be inaccessible or used by another vehicle;
  • the EVSE ID may not match the expected label;
  • the operator may reject or fail to answer the start request from the app;
  • the vehicle and charge point may be incompatible.

Frequently asked questions

Can I use ChargEV FleX at every public charger?

No. On August 23, 2026, a current ChargEV FleX tariff was available in the app at 42,760 of the 56,254 public German sites supplied by Hubject, ENAPI, and Stromnetz Hamburg. That is 76.0% within the data from these three roaming partners. The station details and the screen shown before authorization indicate whether a particular charge point can be used.

Why does the map show a site without a ChargEV FleX tariff?

Location data may come from open directories or connected charging networks before the technical and contractual connection for charging exists. The site can then support search and planning but cannot yet be started and billed through ChargEV FleX.

Is the €0.70/kWh median the price I will pay?

No. The median is the cheapest gross energy price per site across the complete point-in-time view. Only the tariff displayed for your selected charge point before authorization applies to your session.

Are ChargEV FleX tariffs already available in other countries?

All current ChargEV FleX tariffs available in the app were assigned to Germany in this point-in-time view. The site directory already contained 357,728 merged public sites worldwide. Austria and Switzerland are planned next, followed by additional European countries, but visible location data alone does not create a ChargEV FleX offer in a country.

Network coverage is not a static marketing number. It results from public location data, active roaming relationships, usable tariffs, and whether a specific charge point can be reached and started through the app.
